The Washington Incident was an event that occurred in an institute related to Jadus Heskel, which was used for his cybernetic experiments. At an undefined time, an explosive device was planted in the facility, and a Global Defense Force squad led by Shelly Harrison was sent to neutralize it. Harrison failed to do so, and a subsequent explosion killed her squad and left her without an arm. The involvement of General James Holloway is sometimes mentioned, but never elaborated.
